Canada Housing Infrastructure Funding for Communities
Funding for essential water, wastewater and solid waste projects to support new housing development in the Northwest Territories.
Overview
Over $74 million is available to community governments for essential water, wastewater and solid waste projects to support new housing development in the Northwest Territories.
This money is available through a 10-year agreement between the Government of Canada and the Government of the Northwest Territories that was finalized in March 2025.
Eligibility
Eligible projects for the Northwest Territories Canada Housing Infrastructure Fund (NWT CHIF) include planning or capital projects that would plan, build or upgrade:
- drinking water infrastructure,
- wastewater infrastructure,
- stormwater infrastructure, or
- solid waste infrastructure.
Additionally, eligible projects must be identified in a community government’s current capital plan and:
- directly enable new housing supply or preserve existing housing capacity,
- support public infrastructure,
- demonstrate how the investment in infrastructure will remove barriers to enable housing supply in the short term,
- be at least $1 million in total eligible costs,
- demonstrate a high level of project readiness, and
- be substantially completed by September 2031.
Only expenditures incurred after a project is approved are eligible for reimbursement.
Deadline
Applications for projects forecasted to start in 2026 must be submitted by February 28, 2026. Applications for projects starting in 2027 and onwards must be submitted by June 30, 2026
How to apply
Complete the NWT CHIF Application Form.
Applications should include:
- A project description and its objectives, scope, budget and expected outcomes,
- Forecasted planning and construction dates,
- Any plans for non-competitive procurement contracts, and
- Information on the community’s housing and infrastructure needs.

Submitted applications are reviewed by the regional Manager of Capital Infrastructure Planning for completeness and eligibility.
